The Blue Envelope Program is coming to Sacramento to improve communication and safety between law enforcement and people with autism, developmental disabilities, or other sensory challenges. Sacramento Police and several nearby departments plan to offer the program so officers can more easily recognize when someone may need extra time, patience, or a different approach during an interaction.

Under the program, a person can carry a blue envelope or display a Blue Envelope branded item such as a lanyard, seatbelt cover, pin, key chain, bracelet, or sticker.

The envelope itself can hold identification, emergency contacts, vehicle registration, and insurance information. Officers are trained to treat these items as a clear signal that the individual may communicate or respond differently.

How the Program Works

The program is free and completely voluntary. No registration or proof of a disability is required. Participants simply use the envelope or items as a visual cue during traffic stops or other encounters with police or emergency responders. Similar programs already operate in other California counties and several states, where families report that the simple signal reduces stress on both sides of the interaction.

Police chiefs from Sacramento, Citrus Heights, Elk Grove, Folsom, and Galt are coordinating the local rollout. Blue envelopes and related items are expected to become available at participating agencies beginning in early October.
